This means that people running blue collar jobs would be certified in accordance with the level of their competence.

The Executive Secretary of the National Board for Technical Education (NBTE), Dr. Masa’udu Adamu Kazaure, at the launch of
NSQF in Abuja, gave a clear statement on what the learner must know or be able to do, whether learning took place in the
classroom, on the job, or less formally. He said the framework indicated the comparability of different qualifications and how one could progress from one level to another.

“The system recognises skills and
competence and places them from lower to higher levels in order of hierarchical complexity,” he said.

He said training providers and centres were responsible for training, assessment and
registration of prospective candidates for certification, while awarding bodies were responsible for the development of standards for the qualifications they were
awarding certificates for.

Minister of Education, Malam Adamu Adamu, said government intended to strategically place technical and vocational education and training in proper perspective to ensure that its products were able to perform their role to meet the aspirations of the economy.

He said, “To progress, Nigerians must produce a workforce that is skilled, efficient, highly mobile, adaptable and innovative.”
